Is it really 7 seconds? I thought they could do it much quicker than that, 3-4 seconds maybe?

Either way I'm sure they ran the numbers and changing the wing must have came up a no go in terms of race strategy. Plus Hamilton isn't really losing any speed at all from the damaged wing it seems.

Wow, that is pretty big. Safety car would, help Hamilton or hurt him. He's taken life out of those tires, where as say Vettel on new tires could cruise around and not have to pit again. IF there was 10 laps of safety car Hamilton might have some trouble.
