Get a certificate for catching the bus!

920 people were on this scheme and still only 300 got certificates. Does that mean 2 in 3 kids have no idea how to catch a bus?
 
if it does cost £20,000 it is because people decided to steal it and put it down as expenses if they are all honest, it wouldnt cost more than a couple hundred

A couple of hundred would barely pay the wages and overheads for 2 people sitting in a local government office for one day.

What the hell are you talking about? The time they spend working and any costs they incur will be charged against the budget assigned to the project. The budget will work on the principle of a given number of people working for a given number of time incurring certain expenses. 20k was, apparently, the budget for this project.

You say the people would have been working anyway, but that's the point. 20k of local government staff time has been spent dreaming up and implementing exam style certificates for catching the bus.

And to repeat what I said earlier, this sort of thing doesn't just cost a couple of hundred quid. You seem to underestimate the number of people and the amount of time involved.
