Getting my GPU fans under control

Yoink, almost two years later I started PC gaming again (Windrose) and this issue has reared its head again.
Regardless of where I check (GPU-Z, Gigabyte Control Center, Afterburner), the fans report as 0rpm, whilst the thing sounds like it's trying to suck me in to another dimension.
I've DDU'd the PC and reinstalled a few different drivers, I've flashed the latest bios on to the GPU, I've pulled it out of the PC and reset all the plugs, nothing. No matter what I do, it will only show 0rpm.
Time for a replacement then. Genuinely annoyed as the GPU works flawlessly, and I don't need to upgrade, but the noise is too much. Closure at least.

Remove fan shroud, and cable tie a cheap aio onto the core, bit of luck and you might still be able to use the heatsink /cable tie a fan underneath the gpu to cool the vram and vrms.
Or disconnect og fan cable from gpu remove fans + shroud(plastic fan casing), and replace with 2 120mm fans, can use fan control to enable a fan curve.
