All I know is I frequently used to get frustrated with how fast my work mate could stream youtube vids with him on 3 and me on Giffgaff, so I ended up moving over. Worth it.
im in Manchester area and mine is 1660 and 1560 i used to get more than twice the download speed. don't know what happened but its been like this for at least 6 months now

transferred my number to gg...still doesnt work and was supposed by latest yesterday...
old sim doesnt work, no one can call me - voice mail or signal like there is no phone number, I dont get any texts...
am simply disappointed
Problem i found with 3 is that the data was faster but connection inconsistent, quite a few times had to reconnect to get data.
giffgaff is slower but far fewer problems.
so now my sim is dead completely...
if I request a replacement, it may take up to 5 days and for that time number will be dead ...have asked for PAC and will go to Three.

I'll add my experience as I joined giffgaff yesterday.
1. Phone up o2, got PAC, they did not even bother to try and retain me after I told them I'm off to giffgaff.
2. Registered giffgaff SIM and stuck it in Vanilla(not rooted/unlocked) Galaxy Nexus.
3. Bought single £10 goody bag.
4. Initiated the number transfer yesterday around 5pm.
5. Number transfer completed about an hour ago.
6. Tested tethering with no issues whatsoever between phone and Nexus 7.
7. Win.
that are a lot of problems with giffgaff but there is with other networks as well. the only reason you hear about the bad things on giffgaff is because they take so long to sort out. if they had someone to phone it would get sorted quicker. but because there isn't everyone rants and rave s about it. you never get people ranting about how good it is so you never see that.
I've only had one issues that was when i lost my phone and got a replacement sim, when my goody bag ran out i couldn't buy another and had to contact a agent and that took a few days to sort out, i asked for my money that i used that shouldn't of if i was able to buy a bag and they credited my account straight away
