So just popped the 1080ti into my machine and the noise it creates is abosultely horrendous when playing a game. It stops the second I exit a game. I've check the fans and nothing is blocking them, they spin up faster as more heat is produced but the noise remains. It seems to change frequencies with what's on the display.

What am I doing wrong?

Coil whine , most cause are PSU and the card .
If you have Unigine Valley or one of the Unigine programs run for a good two hours plus , normally irons out any coil whine .
If not , and it's still loud RMA it with OCUK and they'll also test it with a top end PSU .

Normally Gigabyte / @AORUS UK keep a close eye on forums and RMA issues

Might just got unlucky

Roll up a paper tube to isolate the location of the sound. Could be either the card or the PSU.

This is why PCs belong under the desk. :)
The case looks like an aluminium one, so I would assume lacks any sound dampening features.

If you need to return it, choose full refund if bought within 30 days. Buy a new card. RMA for repair/replacement can lead to a train of waiting, then replacement can be faulty, and more waiting.

Not to mention retailer/manufacturer may test the card and not experience any coil whine, and just send the same one back to you.

It's a SilverStone FT02 - "Foam padded interior for advanced noise absorption" but I can hear this very clearly. The machine is on the desk just for testing and while I sort out cabling. The office is a dump right now. Using the paper tube technique it sounds like its coming from the PSU. I guess I'll be ordering a new PSU tomorrow. :S

Ah decent case. It sucks, but different comminations to GPU/PSU can get coil whine where it wasn't before.

Orbitalwalsh's suggestion is worth a try as a different combination of circuits my have a slight chance of reducing it.

Again, run unigine for 2+ hours, not sure if that's been known to ease off PSU whine but will for cards - doesn't always die it down and can never did it in a card but every little helps .

Might be worth dropping a note to CS about the problem , they could perform RMA and test, if it comes up as PSU could ask them what model/brand they used or see if you need to buy a PSU, they might be able to cut you a small deal since you bought the Ti from them and now need another part due to it.
If you don't ask, you don't get !
