So to be fair, I'm not overly clear, I believe it's mainly connector differences. Someone more intelligent will hopefully chime in.
- ATX 3.0: Uses the 12VHPWR connector, which had issues with high-end graphics cards
- ATX 3.1: Uses the 12V-2x6 connector, which is a safer and more efficient replacement for the 12VHPWR connector.
12v-2x6 is just a modified 12vhpwr connector, they're cross compatible, ie: you can use a 12vhpwr cable on a 3.1 psu, and you can use a 12v-2x6 cable on a 3.0 psu
therefore, i would pay no notice on this front.
in any case, i would assume most psus shipped nowadays (3.0 or 3.1 compliant) will have been shipping with the new cable
