You should still be able to publicly link someone to a file from GDrive... I have just made a blank doc to test for you - https://docs.google.com/document/d/1UI2LbLI53eSxs79iyCEQD0JeeY9R3HCI6egw9I5j-YU/edit... You should even be able to edit it without signing in... (awaits random pish)

Make sure that you have the correct URL and that the owner of the document hasn't deleted it.

same as me. i'm assuming you have to have sort of paid for account to get that much storage. and it's obviously separate from google drive. it wouldn't be much good telling people with full gmail accounts that they need to delete some mail before they can upload some files.

I've got this downloaded and I've uploaded a bunch of files, however the desktop version isn't signing in to my account ( android version works fine )

I'm going to hazard a guess that there should be more options available than this:
