Also open up your hosts file by going to Start > Run and entering "notepad C:\Windows\System32\drivers\etc\hosts" - the only entry should be 127.0.0.1 localhost :1 localhost as well if you're on Vista) along with some Microsoft comments starting with # - if there are a load of other entries in there delete them.
I had a really bad browser trojan the other week that took me ages to track down and kill.
I knew what the little bugger was but I couldn't kill it even in safe mode.
I was just about to install the hard drive into another machine and delete the file from there when somebody suggested the free Process Explorer and that was able to kill the process so I could go to System32 and delete the file.
Download this - Starter and run the Starter programme first.
Look for anything that shouldn't be running and you can even do a right click and search for it.
Then run procexp.exe (its in the same starter directory) and see if you can kill the process and then delete the file.
Unless it is spyware related the only other time I've seen something similar is when using a proxy server to get access to the internet and the proxy server gone bad. Rebooting the proxy server and setting the proxy version within the browser to 1.0 fixed the problem.
