This was when they'd just come out, people were recommending the Pure, IIRC in general the 7900XT/XTX ran rather hot didn't they, so it would make sense going for higher model with better fans, keeping the temps down, which often yields quieter RPM fans overall, ramping wise. But who knows, it was years agoReviews look alright, are you sure it wasn't a reference model with a Sapphire logo on the box? They sold a fair chunk of those, even recently.

I don't honestly remember how quiet it was with dual BIOS, as it wasn't my cardTPU's review does suggest it wasn't quiet (at least, compared to more modern cards), though they did praise the quiet BIOS option.
but she wanted to run it at full performance, so wouldn't of used the quieter, underclocked 2nd BIOS, as that defeats the point a bit, so I can understand that.Nice, I'd imagine the Pure would still be quieter, otherwise, what exactly is the extra paying for over the 2, as there's also the faster more expensive Nitro that follows after the Pure. Not sure, all I can say is that my Pulse models have been fine and they usually perform well (for noise) in reviews.
In general, for the little difference in price, I personally see it as a no-brainer to get the middle modle option over the entry level, but I'm not precious over £30-100 difference on a card, but I totally understand why some people areAwkward to claim because I haven't seen any tear downs that I can compare the two, but I suspect (from looking at the pics and the last gen) that the 9070 XT's PCB and cooler design are the same for those models.
The 9060 XT is probably the same as well, except the change to ball bearings on the Pure.

Regardless, you cant loose with either a 5070Ti or a 9070XT
