Not really. If it filled a gap in the side and cemented a premier league title for them then the 10 mil (which I believe includes his wages) would seem reasonable.
I said it after Lingard signed for Forest. I think we'll see more and more of these untypical signings in the future. The fact that neither of them have worked out very well so far doesn't change my mind!
