Because they need to find a camera angle that shows both the deepest defender and attacker in order to plot the points to draw the lines. It's an unfortunately limitation of the current system but it is changing soon!
Is it the same person drawing the lines every game? Is drawing the lines down to human interpretation every time?

I sometimes wonder if the game would be better with VAR. It just ruins the flow of the game.

No, there will be a different VAR and kind of. The VAR will find the best camera angle and then plot the furthest point of a players body that can play the bell and the tech does the rest. The only time they're likely to make a mistake doing this is when the furthest point forward is the top of a players arm - the bottom of the shirt sleeve is the guide for where you can legally play the ball but different size shirts and long sleeve shirts make it a bit iffy.
The current system is being replaced with limb tracking technology which will speed things up and remove the possibility of human error. All VAR will have to do in future is decide if the attacker is interfering with play.
