Brief look, might be wrong as its from 2019, GS would be the decider. H2H comes in if pts, GD and GS are the same.

So first part you think its H2H but then reading the bottom part is that after GS and the H2H is instead of playoff?

The new rule has been introduced ahead of the 2019/20 season, and will come into effect if teams are level on points, goal difference and goals scored.
So going by that its GS after GD, H2H is just to avoid a playoff.

Think GS is better as its over the whole season vs everyone which is what a League is about really.

GD in general is fine, it just depends how much weight you put on attacking football, each to their own really
