Dutch FA banned him for 5, Ajax banned him for 2 on top of that.
If thats what happened it was the other way around, Ajax came out, got ahead of it and banned him, its quite unclear if one ban had any effect on the other. IE Ajax ban him for 2 games, the league for 7, the 2 game one becomes pointless, or if the league would only have banned him for 5 games had Ajax not applied their ban, or they'd have given him 7 matches if Ajax did nothing.
Either way, Suarez is a joke and he's probably killed any chance of ever going to a "big" club with that move.
IF you are the Real or Barca manager, you want to win the champs league every year, do you spend even 15mil + let alone supposed valuations north of 30mil, on a player who at any given time could miss 5-10 games for doing something truly absurd? How much trust can you have in a player, how much do you want to have a team where Suarez is first team, but when you get to a final, could be serving a lengthy ban because he's so prone to doing stupid things.
This will likely be his what, 3rd 5+ game ban in as many seasons, that is a horrendous record. ultimately for 30mil you can find a striker who scores more, doesn't get bans, doesn't stamp on people or constantly cheat, and doesn't tarnish your clubs name.... why would you ever stump up for Suarez when there are hugely better choices.
One incident, like I said, everyones is allowed one, maybe even two incidents, but at this stage who would put up with his BS? What sane person buys a player who can easily miss 1/4 of the season from a single ban for doing utterly absurd things.
