Moyes had several senior players in the last year or two of their contract, potentially being able to keep a couple longer if required and a team that were the champions. If he got 4-5 players, 2-3 first team and 2-3 to introduce over time the team wouldn't have needed an awful lot of work to maintain where they were.
Next year they now need pretty much 7-8 players, if half of those had been bought this year, bedded in and had a year to settle and gel with the rest of the squad, then it would be much easier next year to introduce another 3-4 players.
Moyes bought two significant players, one of them is useless and doesn't contribute and the other was not really needed.
