I think the league finances need to be restructured, though I'm not sure how to do that without making it even harder to break into the top 4-6.
Ultimately there is little financial benefit from coming 10th in the league, over 18th, you get half a mil more for every extra place you finish(or was previously), but considering teams are surviving on 40mil wage bills, and the guys pushing Europe spots are generally spending 60mil, those fighting(but failing) to get champs league spots are near 100mil and those in the top four(and Pool) are WELL over 100mil. 20mil more in wages to go from 18th to 8th, but only 5mil increase in winnings?
There is very little reason in this league to push to do better, Wigan's motivation is survival because a team that could finish 10 places higher, would cost far more than the extra the higher position would bring back to the club, so whats the point. If you can scrape 18th with a ridiculously cheap team you stand to be potentially much more profitable than teams finishing higher than them.
I think the top teams because of champs league, stadium size, sponsorship already have too much cash, and teams like Wigan simply can't ever hope to compete, so simply changing the gap between each team and giving the champions more and the bottom few teams get massively less cash, would make the money gap even bigger between top and bottom. But we definitely need a financial reason to make teams like Wigan aim higher than 18th, to make the Swansea's/Fulham's/WBA's not give up when they are safe, to keep the league fair and exciting throughout the season. Fulham are basically safe and have utterly given up to the point its embarrassing, but other teams are picking up "free points" of a team that isn't actually competing anymore. Lets say Newcastle go down, and assume they lost to Fulham while Fulham were actually playing football, and after they "got safe" Fulham lost without even trying to the team that wins against Fulham in the last game of the season to put Newcastle down... its a joke.
I think the guys who come bottom need to be getting almost nothing, and the gap between amount people win needs to be hugely bigger... but maybe the gap only expands outside of the European places(so the guys with other incomes don't get more than the do currently), so coming 9th instead of 18th is worth 20m+ rather than 5mil.
