yes you did. Its the type of player you want. Arsenal thought they were getting someone who would get 10+ goals and 15-25 assists, because he got them once. The thing is it was Hazard who will do that every year and its his ability that let Gervinho do as well as he did. A great player who lays up the chances for a meh one and makes them look good.
You wanted a creative play maker who could also score.... Kagawa from stats and playing with Gotze looks like that player, but it is Gotze who is that type of player.
The price/availability doesn't matter to what I'm saying, its try to buy player of type A, but actually get a type B player.
Gervinho being 12mil or so and Hazard being over twice as much, doesn't make Gervinho a player like Hazard, it just makes him cheaper. We wanted a Hazard type, Wenger though Gervinho was top notch, he wasn't.
I'm not saying it was a choice, just what we thought we were getting wasn't actually what we got.
