Yes and no. The attention to detail blows me away everytime I drive around the city, but the babysitting friends missions and multiplayer have been a let down. Especially the multiplayer side - it could, should have been so amazing, yet we cookie cutter gametypes and a crap lobby system.
My biggest issue with multiplayer is that the gametypes don't encourage cops and robbers actually seeing each other - cue 10% of your time involving exciting chases and gun battles, and the reminaing 90% doing very little. How about ctf and assault type gametypes across the city? There'd be constant street battles in the middle and plenty of defending/attack action. Imagine defending your base when the helicopters come in, or a sneak boat attack from behind - it'd be awesome. Or a 'steal the armoured car from the cops and get away in a time limit' gametype. Or escort the snitch to the court house while fending off robbers. Or even king of the hill - just anything to encourage exciting clashes. Wasted opportunity.
