As for the graphics, I think they look supurb considering the large expansive nature of the game. It should be compared to similar games, and looks better than Saints Row.

I'm hoping the slowdowns are a PS3 thing
Tempted to get a 360 just for this if the PC version isn't out within months of this going retail.

Nothings been planned. Knowing TakeTwo though they will be wanting as much income from this game as possible so its highly likely it will appear on PC but at a much later date.
There's been rumours on both sides, but if I had to guess I'd say it was the PS3 version that caused the delay. Although a case could be made for the lack of guaranteed HDD on 360 causing problems.
