I want larger maps.
Instead of just a city, how about a city and all the surrounding towns and farms, etc? Perhaps even 2 or 3 cities with all the surrounding land inbetween?
Make it huge, properly huge, make it actually take some time to travel long distances, but have a few things along the way to break it up and stop it being too boring for the ADD console kiddies?

In the UK, London, Liverpool or Glasgow are the only places with varied enough architecture and geography to work in a GTA game in my opinion, although Newcastle and Bristol are also possibilities.
London is pretty obvious, world famous landmarks, a decent river etc etc, big gap between rich and poor which is always good for gangster themes.
Liverpool has a large river with tunnels (easily cut off at the start of the game like every other GTA...), vast docklands, grand buildings old and new like the Liver Building plus areas of deprivation and areas of wealth located quite close together.
Glasgow I think would be great in a GTA, the victorian architecture of the city centre oozes quality and it has some really gritty outer areas that could be the start of the game. Could also allow the player to venture out to Loch Lomond for a spot of golf.
But all in all, I doubt we'd see a UK GTA, simply because American audiences would be too "wtf...", shame because it could really add something different to a series that is starting to become a little stale I think. Maybe a GTA based in Paris could be acceptable to an American audience?

How about: Moscow. Interesting and varied architecture, plenty of gangster / crime connotations, hedonism, drugs, fit women, gap between rich and poor.
