The PC version of GTA 4 was a console port. The pc version now stands a very good chance given the xbox one and PS4 both use x86-64 instruction sets.
Hoping that they've spent a lot of time getting the PC version optimized due to what happened with GTA 4. It's doubtful that they would have spent a whole lot of time on it though as console is where the money is at.
The XBOX ONE and PS4 both share the same architecture as your average computer. Infact their specs are rather low end. The game will be very very easy to port over from the PS4/XBOX One.
it also ran just fine if you have at least a 3 Core CPU. Like most GTA games it needs high end hardware @ launch to run. Nvidia were promising 1.5GB Vram GPU's to Rockstar but due to Kepler delays they were not ready for GTA4 launch.
