As above I'm only getting between 50% and spiked to max 84%. Normally between 60% and 70ish%. I've had to turn some settings down.

What's going on? Why is it not using 99%?

Have you checked you're not maxing out on the CPU or HDD? Either of those would cause slow down and force the GPU to drop load.
 
1070 here but same game and res. I am pretty much always at 100% GPU usage and CPU usage is high as well (6600K at 4.6ghz), normally around 80% but can hit 100 at times which then can drop GPU usage a little down from 100%

What setting are you on mate?
 
Check the amount of pre-rendered frames (people usually set it to 1 globally but this causes games like gta not to utilize the gpu fully).

Everything maxed apart from 2x MSAA and grass on normal (this seems to hammer the fps!)

If you have V Sync on with a 60hz monitor then I would imagine this is what is causing it. Worth turning it off for a moment just to see what happens to your GPU usage :)
 
If you have every setting maxed with MSAA x2 at 2560x1440 it makes sense your dipping into the 50s on occasion.

As others have asked what happens when you turn off VSync?
 
Not everything is maxed at all. My monitor is 60htz. I will turn v sync off tonight and post results.

The thing is why do I have to turn settings down to stay at 60fps if I'm not using all of the gpus power?

When you turn the Vsync off, which is likely the cause of only 50% GPU usage, if you get tearing and that's why you want Vsync, try windowed mode instead of fullscreen. I get no tearing with windowed mode. And no Vsync is a lot better for GTA online, unless you play really casually.

Also, for those who insist on Vsync, Adaptive Vsync through the Nvidia Control Panel has been better than using the in-game setting when I've messed around with it. It makes it stick to 60fps better than the in-game setting does, and any dips are smoother.

The low GPU usage would be the likely culprit. If it was using 99/100% then it would have headroom for the dips not to fall as low when there's plenty of action, or grass. Grass is a huge hit on performance. But yeah, try Adaptive Vsync because it can work wonders and might well address that without much tinkering.

V sync off plays terrible but gets 99%. These are my settings...






Do you guys recommend I change any settings? I want the best looking game at 60fps as possible :)

You should run the benchmark and post some numbers. That way people can compare something.
