Had a motor accident - who is to blame?

I have a suggestion actually. When you go to pull away in a car, open your eyes.

I looked left, he wasn't there, I looked right, road was clear, pulled out, saw him in front of me - tried to slam on the brakes but missed the pedal in a panic - was only doing 3 miles per hour so there isn't a lot of damage really - just my pride hurt more than anything
 
Providing there are no obstacles obscuring the view of the junction you were coming out of I'd say the taxi. That is to say if the taxi could see you and you were indicating left he should have known you would pull round looking to your right (so not at him) and not pulled across, or waited to see what you would do first.

Although as others have said I'm not sure insurance claims are based on drivers having common sense but rather simplistic rules like who drove into who. That's how the whole 'whiplash' scam works, them breaking suddenly knowing you are behind them isn't taken into consideration, just that you went into the back of them so it's deemed your fault.

Seriously though, it looks harder to NOT see the Taxi as you start to move. I think you need to chalk this one up to experience. And go to specsavers.

You do know the Taxi was not moving when the OP hit it?

Hehe - its the worst pic ever - it was really bright sunshine such that I couldnt see where the focus button was on the phone so just pressed the shoot button.

Literally, in the one second it took me to look left then right, the taxi appeared. I did spot it just as I was moving off and tried to brake.
 
Sounds like taxi driver is a fool and your reaction speed is way too slow.

Sounds also like you look around as how people do when they are doing their driving exam, moving their head entirely at 90 degree angles like idiots. This creates blind spots. The correct angle is about 15degrees or so, never more. (unless you are parking or whatever)

I don't move my head arouind at 90 degree angle - only an idiot would think I said that when I didn't
 
Someone drove into me once after looking left and right. Do some people just not look forwards ??? Sorry op but theres no excuse not looking ahead of you when moving forwards.
 
OP to blame imo, and "missed the brake in a panic" - be very very thankful it was such a relatively minor, low speed incident!!

Panic breaking usually involves hitting the pedal!! :D

One for experience, and proof that even after 27years driving, you never stop learning!
