Hardware failure question

Hi all,
I have purchased these components for a new PC,

AMD Phenom II X4 Quad Core 955 Black Edition "125W Edition" 3.20GHz (Socket AM3) - Retai
l
MSI 870A-G54 AMD 870 (Socket AM3) DDR3 Motherboard

Corsair Vengeance 4GB (2x2GB) DDR3 PC3-12800C8 1600MHz Dual Channel

I put it all together with a new PSU which works ok, I have complete failure,

i.e, CPU fan starts, no beeps at all, no video, nothing....
The Mobo overclocking led is on and the onboard switch will not turn it off.
I notice that the Mobo does not have the OC jumper switch fitted ????

I have also put the mobo and cpu on the table as a bare bones setup, mobo and cpu only and it's the same.

My question is, what component is likely faulty, CPU or Mobo.
I am NOT happy about the charge for testing which ever part is not faulty, this I think is dishonest as how am I supposed to know.

I read on the web that this is a common occurence and is usually a faulty Mobo. It seems I have wasted quite a load of money.
I would very much welcome your comments please.

I just checked the BIOS chip, it is... 7599AMSHD0... THE msi site says it should be 7599AMS.H40
How do I change the BIOS when the Mother board clearly does not support the CPU and it won't start.
The Overclockers web page also states this...- Support for 64bit AMD Phenom II and Athlon II CPU

Hi Monty,

The Bios installed HD0 is almost the most recent one, the most recent one being HF0.
Your CPU require H40 or later which was released in mid 2010 so any later version will support it.

Numbering is a little odd H3 H4... H9.... HA... HD .... HF

I don't know how much experience you have so I'll cover the basics.

Make sure the additional 4pin connector is plugged in in the corner near the keyboard connector.

Put the GPU in PCI-E 16 slot nearest to the CPU and make sure any additional power is connected to it.

Start with just one memory stick in DIMM1 position

Check the CPU fan is plugged into the CPU fan header, some boards fail safe if the cooler isn't working.

Clear the CMOS, usually a jumper or a switch. It will tell you how in the manual.

Try to boot

Let us know how you get on and what GPU and make of PSU

I tried with the GPU in and out no boot beeps.
It's an AMD radion working fine as I type this, having gone back to my old Winfast Board.

I am of the impression a barebones Board and CPU will at least beep showing some functionality.
The 24 pin power and 8 pin CPU plugs are installed.
2 new PSU tried.
It has to be either Board or CPU.
I read loads of problems people have with this particular Motherboard.

I have always used AMD with good results until now.
 
Many boards don't have a sounder, you have to connect on to the speaker / buzzer header (jfp2 in this case). It should beep with a sounder connected.

I'm assuming the +12v ATX power you connected is definitly the correct on and not a PCI-E 8pin for a GPU. The wiring is different but the plug is similar enough to interchange with a little poor molding.

If you had both from the same place, get it tested with instructions that they should test the board and if they cannot find a fault with it, then and only then test your CPU in the same board.

That way as it's more likely to be a board fault than a CPU fault you'd be unlucky to have to pay for the testing.

Yes, the 8 pin plug is for the ATX power. I put a speaker from an old PC across the jumper as there is no sounder fitted.
I purchased the order from Overclockers and support said that there is a £12 charge for any non faulty part. I think this is dishonest as I cannot prove what part is faulty.
This has happened with them before so I should have known better than to buy from them again.
This is the last time that I will though.
I'm taking it all to a local computer shop tomorrow for testing, I'd rather pay him than Overclockers.

its £12+ vat for each non faulty part + £8 or so delivery back to you, ontop of that you need to factor in the cost of sending the bits to them in the 1st place(I got left £35 out of pocket due to this).
 
Rather than send it in to OCuk to check for faults, and pay them a fortune because one first line support staff told you this is how it's going to be.

Use your 7 day return right for a refund, this includes any shipping you had to pay for to get the items, you have to pay for the return shipping.

Then re-order the items again. It's a hassle that you should have to jump through hoops like this though.

Please also note the following:

Under a distance selling contract, a supplier cannot make refunds subject to the goods being returned unopened in their original packaging. One of the principles of the distance selling regulations is to give you a chance to examine the goods at home, not having had a chance to do so in the shop. It would be impossible for you to do this without opening the packaging and trying the product out. Having said this, you will still be under a duty to take reasonable care of the goods while in your possession. But you can never be penalised simply because you did not return the goods in their original packaging.

Also, the 7 days run from the day AFTER you receive the items, and all you need to do is INFORM the supplier within the 7 days that you intend to cancel. A letter for instance is considered informed on the day of SENDING not on the received day. Your best bet is to email their support within the 7 days and let them know you want to cancel, then send the items.

Thanks for the info, unfortunately I have had the items for 28 days until my son came over from Europe to assemble it all. That's when he found nothing worked so I am stuck, I shall never use OCuk again.
I am toying with the idea of contacting Trading Standards and the Daily Mail help column.
I'll get them tested locally next week and write it off to experience.

well either you're incorrect or everyone else is but from what I've read you DON'T get a refund on the return shipping cost, if you're returning a faulty item and the seller agrees it's faulty after testing then you get refund on the shipping(tho many sellers try to wriggle out of it.
 
I have had the Mainboard tested by a seperate computer company and it's faulty.

What replacement board would you recommend for this hardware if I can get it changed.
