Full format is useful to the extent that it will let you know of any knackered sectors etc. on the disk, ie its faulty. Personally, i dont bother as im very lazy but i know id kick myself if i lost some important files because of a dodgy hdd.
I have only done a "full format" on one HDD in the last 4/5 years, and that was a Samsung 1TB F1 (that I bought recently), and have never had any problems.....
1st time drive yes, i wouldnt do it all the time unless i had time on my hands or just want to test a drive during format. not much need with current drives though i think
