Can paypal do bank transfer payments to people without a paypal account, I remember it being spoken about a few years back but i've not heard anything about it since?

Don't think so. Just from your PayPal to your bank account after a direct debit has been established.

I got 2fa when I added a load of cash to my account.

To be fair for the average Joe it does seem a bit of a hassle to set up.
