Whether its the bios chip or not this = dead mobo for 99.9% of people. Most bios chips are hard wired to the board and are not user servicable. People on here are giving you poor advice imo. a 478 board can be had for about 25-30 shiny pounds so just get one, i dont see you fixing this any other way. And yes the fans almost always spin on a dead mobo, i see about 1 a week.
