as per subject, what does a .gif do

However, I'm wondering if we've just invented a new SI unit?

Can imagining lecturers in years to come telling their students that they need to write e.g. a 4 gif essay :p

Neither answer makes sense.

A picture speaks 1000 words.
An animated GIF is a series of subsequent pictures.
So you could sat that a GIF is a series of pages, each containing 1000 words.

Yet a GIF also has action.
Actions speak louder than words.
The action in the GIF drowns out the details (words) in the picture.

A GIF is neither 1000 quiet words, nor 1000 loud words. Most of the words are largely irrelevant as it's the action itself (rather than the detail in the individual frames) that tells the story.

I guess if I had to pick, I'd say an animated GIF is a loud animation against a backdrop of thousands of quiet words. The words certainly aren't 'loud'.

As a picture speaks a thousand words, and in an animated gif you have multiple pictures, you either have in excess of a thousand words or you have 1000 loud words.

That's not even accounting for actions speaking louder than words, which would add more volume.

Quiet words makes no sense at all.

Why would it add more volume? The actions are louder than the words so the words must be quiter than the action.
 
1000 quiet words because of a picture being a 1000 words and actions being louder than words.

The rest of it is not applicable as a GIF does not have to be, and wasn't originally, animated and hence it does not have an action. The question was what does a GIF do not what an animated GIF does. If the OP is assuming that all GIF files are animated then they should probably go back to bed.
