do any led's illuminate on the motherboard and if so which ones? there are a few reasons why it'd be doing that, you've tried a psu but it can be bad ram or a bad cpu, i would suggest to remove the ram and reinstall it and take the cpu out and reinstall that to see if that makes the motherboard think its been build recently to kick it into life.
if the primary bios has got a problem you can try switching to the second bios, when you power on press ALT and F12 together and the system should switch over to the second bios, ONLY try this if the above steps still give the boot loop problem. Holy heck that usb3 header, defo don't want any of those pins touching, that could have corrupted the primary bios

Hey - update. I got a mobo off eBay but got the same except it's the z77 version not the z77x.
Again, it's still start top start stop.
So I've replaced mobo, PSU, CMOS battery and no change. The only others, CPU, ram and GPU - could it be the CPU?
I've also tried building it outside the case. Also taken the ram sticks out and ran it with that, no change. Same with GPU. The CPU pins on the older mobo are all damaged to, but the CPU looks fine

Frustrating considering I've bought a new PSU and mobo and still persists
You're welcome. Does your CPU have onboard graphics? If so try plugging just that in without the GPU, if not you'll obviously have to plug the GPU in.
I've disconnected the GPU from the mobo and plugged in the monitor via hdmi on the mobo to the monitor. Still the same problem.

could be cpu. i have watched a lot of greg salazar fix or flop series. the ram switch around, gpu removed using igpu instead, replacing psu cables and new mobo hasn't worked. only thing left is cpu and psu. what cpu to do you have as it may not have an igpu?

So I believe it has Intel HD 4000 graphics.
He already replaced the PSU:

Hope you didn't pay much because some of the ones I've seen listed are going for more than a new entry level AM4 mobo.
Yes; its a dead platform now that doesn't support W11 so I wouldn't want to spend money on it but now you have paid for a mobo you are kind of stuck, so buy a second hand 3rd gen i5 / i7 or possibly a Xeon if the Mobo bios supports them.
Or relist the ancient Mobo and buy the cheapest am4 CPU and Mobo you can find with some ddr4 or 12th gen intel mobo, cpu.
There is also the possibility that the replacement Mobo is a dud.
Also consider upgrading your PC and giving him your old parts.
Hello, been a while but I've been busy.
I've replaced the mobo, PSU and CPU, I'm still getting the same problem.
It does the same even with the GPU and Ram out, could it be the button on the case shorting it causing it to be in a loop?

UPDATE
The issue is the case, the restart bottom wire was causing it to constantly reboot. I now have to use screwdriver to get it to work correctly. New case is needed but thanks for all your help. New PSU, CPU and Mobo all done along the way

Odd for the reset switch to fail they don't get a lot of use.
You can just cut the wire for the reset switch if you are sure its that and not the power switch.
You can get the switches for very little £ and just swap them unless you already want a new case.
