IQ tests do not test intelligence. They test ones ability to function in a modern society.

They test a wide range of abilities Most of which are learned, Some of which (Just How much is a matter of contentious debate) are quite likely to be inherited.

As a general rule, Ones IQ score, on a scale of 80-120 is a pretty good predictor as to how well one is likley to perform in a technically sophisticated heirachical western style society.

While low scorers are always likly to perform badly, High scores in excess of 120 are no guarantee of success. Once one gets up to 140+ it is very unpredictable indeed. Some do very well, Many end up with multiple psychological and social issues.

The low IQ scores of people in African countries does not mean that the people living there are stupid, It simply means that they do not have the skills to score well in IQ tests. Nor does the low IQ scores of African Americans, for example, mean they are stupid either

(African Americans, across the board (IE a nice smooth bell curve) score around 15 points below White Americans. This has to be really mostly down to appalling failings in the US education system, not because "Black People" are in any way fundamentally inferior)

But it does mean that, as a group, African Americans find it really hard to function well in American society and is a major factor in the relentless poverty that afflicts them.

It also means that Migrants from African and other countries where the average IQ is rather low also find it hard to function and can often run into difficulty when they move to Europe or north America.

It isn't about intelligence as such. It is simply about the tool set.

I think I've been over this already if you look back over the past few posts, however just to clarify - I've not brought up intelligence nor have I claimed that IQ tests test intelligence.

The rest of your post is an oversimplification IMO.
 
There was an ad about 15 years ago for some financial product or insurance. Can't remember the name but it had some idiot woman saying "They don't babble you with science or whatever". Used to really wind me up.
 
American pharmaceutical ads are the best as they have to list all of the possible side effects. So you'll get a gentle female voice explaining nature's goodness in pill form, followed by a dude rattling off every possible thing that could go wrong, usually including the thing that you'd be using the drug for in the first place
