It's largely practicality. You try hanging around on street corners for hours in northern England at night while mostly naked. You could die of exposure doing that.

It's also accuracy. "Dressed like whores" is a meaningless phrase unless all or at least most prostitutes dress like that while working. Which isn't the case. Also on the subject of accuracy, the phrase still wouldn't make much sense even if they did because the number of women who go out dressed like that is greater than the number of women working as prostitutes. So the "dressed like" connection is the other way around.

There have been (and maybe still are) cultures in which some form of dress is so strongly associated with prostitution that it's a de facto uniform and the phrase "dressed like whores" would make sense. But here and now isn't one of them.

erm AFAIK black cosplayers don't "white face".

They tend to wear the same sort of clothing as the character...

trying to equate it to black face is utterly silly.
 
It's not just about the booby girls in the skimpy outfits.

If anyone regularly watches Adam Savage's Tested channel, he has a lot to say about uniforms/cosplay. For him, he's very into the idea of being a creator/builder of things. When he makes a costume, he's not just looking for the experience of making it, but also wearing it, and becoming this other character, and interacting with people while in costume is also part of the whole process. He's getting the full experience out of the thing he's making to wear, and he's done many incredible cosplays that he enjoys making and wearing, and that people enjoy seeing him and interacting with. The creation of the costume is not complete until Adam Savage has worn it at an event. There's often a "find the Adam Savage" at the comic-cons he attends, and he speaks often about his great experiences while cosplaying his favourite characters.

Some people just enjoy making outfits of their favourite pop-culture characters, dressing up, and then strutting around in character with all the other like minded people at the comic-cons. It's not like they are smoking dope, getting drunk, picking fights at football matches, etc or any of the less savoury hobbies that people don't seem to have an issue with.
