How is my approach?

Them: "Hello. Can I help you?"
Me: "Yes please. I just want to ask if you have any vacancies open for either part time or full time placements?"

Sometimes they say yes, and ask me for a CV, sometimes they say no. However, i've never got a reply for any interview or anything else like that.

How can I improve?
 
Exactly that worked for me, twice.

There isn't really much more you can do apart from make sure you give them your details and interrogate them for the details of the manager/ HR department etc. And just pester them on the telephone.

Eye contact and smile always good... the fact that you are getting out there and doing the legwork to find a job... great.
The chances of your c.v. getting to the right person are pretty high but it's unlikely that you are going to find anyone with space in their diary to just put everything down for an hour and interview you.

You could change it to - "I am looking for a new positition, could I talk to someone with regards to recruitment please?" Or something like that specifically asking to see someone. If they say no they will more than likely still take a copy of your c.v.

Ohh and always try and talk to the person on reception if they arn't too busy. They are normally the ones with the power to make something happen with your c.v. or pop it in the bin!
 
I've found I get more luck via e-mail. For example, this morning, I was instructed to e-mail some woman named Danielle and attach my CV. She got back to me in a matter of 30 mins and said she would consider my application further.

Same, I have tried getting hold of this bloke on the bananaphone but he is always out, emailed him the other day, got a reply right back.
 
It's not so much what you say but how you say it.

Try and start a conversation with the person. Maybe ask what it's like to work for the company etc.
