How much will a 8700k bottleneck a RTX 3080?

That's not even true. It hardly scales by CPU even at 1080p low. 9600K = 9900K.

I have an 8700 and a 2080 Ti and the CPU does not bottleneck the GPU at 3440x1440 or 4k.

It depends on benchmark area and whether you're paste the initial loading period.
