Plug it into a 175w psu and see if it powers up...I don't have a box for my new one, it was a console for console swap, so I don't know.

There is a significant amount of variation in noise levels between each xbox when idling in dashboard.
Mine is really noisy and i even replaced the fans for Talismoon ones.
Id love a silent in dashboard 360. When Im playing games it can be as noisy as it wants.
