how to start taxi'ing

You can get lease car deals for taxi drivers. you would get maintenance and maybe breakdown cover included. Even if it was more expensive in the long-run, it would take a lot of the stress away from it and save you a few thousand on start-up costs. Also if you buy a car and use is as a taxi, I don't think the re-sale value would be very good later on.
 
If I remember correctly the vehicle requirements varies dependant on the council you are working within. For example some require all vehicles are no more than 5 years old. As this will affect your business model and set up cost it might be worth contacting your local council first to find out what the restrictions / requirements are?

This is correct, not sure how long it is now, it may be ten years old. But you need to have insurance set up, a taxi operator's license and badge, and the MOT rules are different for taxis.

That's about as much as I know on the matter.

anyone got any sensible answers, such as any idea who I contact to get the appropriate paper work? (someone did mention council) Is there any type of training required for a private business taxi'ing not hackney street by street style?

perhaps you should phone your council and find out their requirements

even if you did happen to find a mini cab driver on an IT forum who was able to answer your questions how do you know that the answer is relevant to your local authority?
 
I dont but at least now I have somewhere to start.. the local council is the first stop tomorrow morning, thanks to all that helped.
