How would you open a safe with conventional tools?

If I had known how it was constructed, I would have gone around the circumference below the level of the inner safe with a large grinder. Then cut that in half down the middle so it looks a bit like it had a thong over it.....

Then use an sds to punch some narrow holes in the concrete, stick pins in the holes and use a sledge hammer to break the top apart.
Assuming any of that worked then I'd drill the top and see if a robust router with a metal bit could make anything of it. If not resort to the grinder.
