Although, Australia, Monaco and Singapore are still only 60kph .

Its not about that. It used to be 60kph for practice and qualifying and 100kph in the race, meaning the drivers never practiced pitting from 100kph until the first stop in the race. Making it 80kph all weekend means they get their eye in. Its a rule that was going to come in next year for the safety of front jack men, nothing to do with the tyre in Germany.
 
Handy little Sky video insert there of Hamilton's overtake. I wonder why the FOM feed hasn't shown it? Its clearly available.
