It was fine for when the penalty was given, they have since clarified and changed the rule you can't compare the two.

One of the merc drivers need to put their foot down to force everyone to actually start racing this is boring

Well a drive through isn't 25 seconds. No stationary time or having to slow down and speeding back up.

They were forced to clarify because everyone said a 10 second penalty was so lapse they would just take the penalty.

So it's a regulation create due to the FIAs own decision. They should have applied 25 seconds and solved the problem in one go.

Yes it is. In the rules a penalty of a drive through that is applied after the race is converted to a 25 second penalty.
