i7-4790K Thermal Throttles on Stock and Overclocking issues

I do yes. So what would I be checking for? Seeing that I cannot overclock or tha with an overclock/stress test it is showing the same issues?

With Hwinfo you're looking to see if there are any voltage spikes that could be causing your temps and the throttling. Avx offset is the only other thing I can think of that would maybe reduce your throttling

i am guessing that is a desktop app? Ill have a look. ideally I would like to solve this issue without having to spare with anymore cash. So currently we cannot rule out there being a CPU and/or mobo issue here then?

Please see this link where I conducted the run, all base settings, CMOS cleared prior. OCCT used with Hwinfo overlaid. Hopefully this will help make more sense of the issue.
