My bios no likely me touching cpu speeds, i run mine with intel xtu program.
I'll edit this in a minute with bios screen shot and xtu.
Still shows base speed as 3.6 but perhaps the default reading.

Hey. Nope still seeing constant 4800Mhz in Windows with no lasting down-throttling. I looked at the BIOS shots from @m4rmite but the only real difference is that he has the 'Enhanced Turbo' enabled and all that does for me is boost the core speeds in Windows to a permanent 5Ghz, instead of 4800Mhz.
Thanks for the offer of your BIOS screens, that may shed some more light...this is odd and TBH, I really don't understand why it isn't down throttling.

Thanks & yeah, I have completely uninstalled Dragon Center and it doesn't change the constant 4800Mhz on all cores in Windows. This is really bugging me...
Update - So, I scrubbed the crap out of that Dragon Center...could realistically be the only culprit as the BIOS was almost un-touched (it was a tough bugger to remove completely) and I am now seeing down clocking of the cores, meaning that it is finally idling. I genuinely think people only want to use that app for the RGB stuff, so why the hell would they create such a buggy bloat-fest?
