Identify this?

Don't know what it is but I'm bloody well intrigued.

Been trying to find any important events that may happened in years ending

'79 '77 '71

But cant find anything that seems relevant to letters on either side.

Looks like it's a lead seal that are used on metal wires... Not sure what the lettering could mean though.

Edit: Looking at images from 'lead seal' there is a fair few which look similar.
 
Rather than Greek could the text be Russian? Like this or this...unlikely but I agree with Guerrilla in that it looks a lot like a 'lead seal'

Edit:
A lead Russian bale seal dating from the 18/19th century from the Estonian port of Narva. The seal is circular with a hole for the cord running from side to side. One side reads: * N : P * / A K 1 2 H / * 1790 [*]". NP stands for Narva (Estonia), the place of export probably, the next row is codified data about the producer, the then the date. The other side has: "•ЛA / П : T Ю P / • N H b • / • H [2]0 •". This is likely to be the title, initial and surname of the control officer with a reference number. Seals like these were used to monitor the quality of flax and hemp originating in Russia in the late eighteenth and early nineteenth centuries.
