If I turn pc on and off the vga light comes on and doesn’t work

I tighten it so it doesn’t wobble

that still might be too much, it doesn't matter if a air cooler wobbles, there is nothing that is going to wobble it, just finger tight will do

I would look at your gpu being the problem, if the vga light is on its trying to tell you that somethings up with it

if there is no gpu detected, due to whatever, not being in the slot propery, or a warped board around there then the gpu light will come on too, the vga light is not only to say that the gpu is duff, it is also none detection long story short.
