The " " don't really help your use of the term!

I struggle to see how the fact that they're vectored help cool a surface that's already fully in contact with moving air. Increased surface area will help though. It doesnt channel the air through the "rotor", just through a tiny tiny additional bit of surface area formed by the slits.
