Install two OS?

Yes you can, I hope you have two licences though 
Anyway, install XP first on one HDD and then Vista on the second. The vista boot manager should see the previous version of Windows and add that to the start up screen.

As said before make sure XP is installed first then install vista.
You want to install them to the same drive, so make sure you partition the drive for an XP install and a Vista install.
Another note, I was tearing my hair out not understanding why I couldnt install anything, turns out XP and Vista wont install on a sata drive without that drive being the primary boot hard drive. So it could be if your trying to install to the second hard drive the errors are related to it not being the hard drive first in the boot list.

Question -
My set up will be:
Drive 1 - Partition for XP, Partition for Vista
Drive 2 - Partitioned into 4 sections: M - Music, G - Games, P - Programmes, O - Other.
Now, when I install a programme, do I need to indtall it through toe OS I will be running it on or can i install on any and use the programme on any OS installed?

so far what I have done (I'm dual booting xp and vista) is installed sthe programs via both operating systems but into the same place, ie for nero in vista I reinstalled it over the top of the install I did for xp (same drive, same folder) not had a problem so far ( touch wood) Any reason I should?

The programs should be fine, only issue that may occur is lets say when dx10 games come out, if installation creates/uses different files for dx10 use or for 64bit use, than if it would in a 32bit xp installation.
Of course that would only be an issue if the files had the same name or properties about which files used where coded into the executable itself.
What im trying to say is if there is a different executable for the vista and xp versions. If you install on xp then install with vista, you could end up with a vista only executable.
However I dont think that is likely on any programs just yet.
