Try leaving the CD/DVD, HDD and any expansion cards disconnected or left out the case so that only things which are needed to get any sort of POST whether it be just a beep or any output from your monitor are connected.
You could also try to power on the PSU with it disconnected from the mobo by shorting out the 24pin and see if that powers on (can't remember how its done but google will help you). Also try checking for any shorting out and remove/re-seat completely all components.
I know that after i had tested an old spare GPU my main one that worked 5 mins before just wouldn't output anything no matter how many cmos reset's and would give me an POST error beep. It was only after i had removed it from the PCI-E x16 slot and put it back in did it work again which i thought was wierd.
