Installing a new plug socket - wiring conventions?

Is there some kind of wiring convention for installing a new plug socket?

My friend is having new plug sockets installed in certain rooms of his new apartment, and the new sockets are not in line either horizontally or vertically from the nearest existing plug socket.

Is it ok to channel the wires in a straight line diagonally from the existing plug socket to the new location? (If that makes sense). I can attach photos if I didn't explain this very well.

I once set to work on a downstairs socket, having isolated the downstairs ring. After being blown across the room I discovered a previous tenant had run a new socket vertically down from the upstairs ring, which was still live. If you must do this, then at least make sure you can tell where the socket is fed from. Ok, I could have isolated the whole lot (which I have done ever since, I don't trust individual circuits, the whole house goes off) but I could have died. Is an electrician doing the work? I'm pretty sure legislation is now in place that stops your average joe messing about with mains circuits these days.

An electician has already done two sockets. When I went round his apartment, I just got the idea that he hadn't done it correctly (I know nothing about electrics, so it might be fine). So I took a couple of photos (which I've now uploaded). When you buy new apartments out here, you just get the bare apartment, which you then decorate yourself. So the walls will be cleaned up after this.

Yeah, I would have freaked out if it was my apartment. I just hope my wiring isn't the same. I want to wall-mount my dvd player, but I'm too afraid to drill holes in my apartment now! I think I need to invest in a cable detector!

No its not okay to chase walls out diagonally, I can't quite remember if it states that you shouldn't in the IEE regs (been out of the game too long now) but I do know its very bad practice to do so.

I'm guessing Alf is in China as per his location, so I wouldn't expect the work to be up to UK regs. Neither would I sit near anything plugged into that wall though. :D

i don't think eu legislation applies. ;)

imagine when it is all done up and sometime late in life he sells the appartment and the new owner tries to fit a tv bracket to the wall drilling straight though a live cable!
