Nvidia DX12 performance leaves a lot to be desired, but performance issues are being addressed at that level at last.
Tommy is honestly not far off from the reality - the big push came from PR, with Mantle specifically. This transition was always going to be a long term affair. New development tools take time to adjust to and develop. A lot of things that were normally controlled by middleware are now open and can be volatile if not implemented correctly. There's a lot of cogs in motion with games development, and there is probably a bit of 'blame' everywhere if you're feeling that way about it.
The ideal scenario would be without the limelight it's received thus far. As it stands, having the gruelling process brought to our attention has made things less impressive
