Is it illegal to shine a laser pointer in somebody's eye?

Does anyone know what the effect would be if someone were to shine one of those higher mw laser pens in the eye? you know the ones that can burst balloons and ignite matches?

Would it melt the retina?

Extremely stupid thing to do (especially if the guy targetted was looking through any sort of lens himself, or possibly a camera viewfinder or other object that would focus the beam even more)

The manager must have been a bit of a muppet to think it wasn't dangerous - and if the guy he shone it at was injured and could prove his sight had been impaired, the manager could most definately be up in court.

I think if you then cause them harm i.e blindness then I guess something would have to be done about it
