Is it my CPU? [LOW FPS]

So im still back in the old days with my dual core CPU lol.
So not long ago i got my GPU and they're have been no different in this GPU and my older one (listed below) with performance.
One of my friends has the same graphics card as me now and he can play BF4 ultra with out frame drops. is this down to my CPU or PCIe 2.0.
Specs:
CPU: Intel Celron G530 @ 2.40Ghz
GPU: MSI GTX 670 OC
MOBO: ASUS P8H61-MX Sct 1155
PSU: CM 500W
GPU OLD (as mentioned above): Palit GTX 650 Ti

So is it down to my CPU that my frames are dropping or because that the graphics card recommends a PCIe 3.0 and i have a 2.0? Personally I don't think its down to my CPU in non 'newer' games but when playing battlefield its constantly at like 70-80%.

You have a hi end GPU with a low end CPU, Upgrade to a better CPU and you should see a nice increase.

Difference between PCI-E 2 & 3 I think is around 1-2% if that!
 
Definitely the cpu, difference between pcie 2 and 3 is so small it wont be noticed. Bf games of late really need a quad core chip.
 
Hilarious combo. But yes, the CPU will be holding you back. It can't even keep pace with a GTX 480 (I reviewed one).
 
i guess that budget doesn't really allow a new motherboard as well as cpu so maybe get a second hand i7 2600, the motherboard you have doesnt support overclocking so no point in getting a 2600k unless its the only 1 you can find second hand and is cheap enough! the 2600 even not overclocked with that gfx card should play bf4 at near max with only a few compromises like ssao instead of hbao etc at a good 60 fps ish
 
Budget is about £200 max, could stretch a little more if needed.

Its whether you need it ASAP, then do as stated by T345 below.

But if you can add to your budget slightly in the next month. You can frequently pick up the Haswell i5 4670K and a decent Z87 board for about £260 ish. But then this depends on the rest of your hardware and whether its also capable.

My personally opinion would be , try to grab a second hand 1155 i5 "K" CPU and matching Z77 motherboard. Should be able to do that for under £200 if you look closely.

I would get an 8320 + mobo or a used 2500k/3570k/3770k/2600k/2700k + mobo
