Is SATA hot swappable?

You can always use a molex to sata power adaptor if you're short of sata power connectors but want to hot swap.
 
Well if it doesn't comply with the SATA specfication they shouldn't be calling it a SATA controller to be honest. I've certainly not heard of any cases where controllers aren't doing what they should be.

As for what order, don't think it makes any real difference once you've used the Safely Remove Hardware tool, though I could make an argument for disconnecting the data cable before removing power.

If you look at the SATA connectors IMO they are designed for hot-swapping. They're in a standard position across all makes of drive and use low force sliding contacts. IcyBox makes a very nice caddyless SATA rack which is designed for this. Just slide the drive in, close the door, the fan starts and XP picks it up. Remove safely as described above. OCUK should add it to the pricelist as it makes disk-based backups easier.

Well, i just played around with my SATA drives, taking the cable out and back in. Didn't even have to remove it, Windows made the device unplugged sound when I took the cable out and then I got the device detected sound when I plugged it back in. Drive worked after trying it five times and everything was still accessible. Easy.
