Is SPECs a bluff?

I'm always being overtaken by somebody on the way to reading, I think its the a329, the A320 (M) or the M4.

I just hit the cruise control and sit back in the inside lane, not worth me losing my license.

why do this if they were all fakes?

Scare tactics? I would bet they reduce peoples speed even if they are signed as not working.

Why would they flash? Surely they aren't catching speeders, they're just recognising number plates which are sent back to a computer which does the distance/time calculation to work out the speed?

They might have an infrared light to read number plates in the dark, but it's not a flash.
